The foundation meeting was held on 07 FEB 2026 with attendance by 21 qualified submariners and one sponsored associate. Base Bylaws were approved on 09 FEB 2026 and Charter issued by USSVI on 07 MAR 2026. Those members to this new base (i.e., in good standing at National and Base; dues paid to both) by 31 MAY 2026 shall be known as Charter Members. Those that attended the foundation meeting and eligible as Charter Members are considered Plank Owners. The ship's bell will have a plaque commemorating the Plank Owners.
Ron Bennett, (front row, third person seated) is VFW Post 4933 Quartermaster and was elected as the Commander for Appalachian Base. To Ron's right is David Allen, the Treasurer; and, to his left are the Vice Commander, Brian Rieck, and Secretary, John Harmon. The district commander, Marlin Helms, is seated on the far left.

2026 base dues are due by 31 MAY 2026. Afterward, they are due 31 DEC for the year after; although, a grace period until 31 JAN will be honored. After 31 MAY for this year and 31 JAN for follow-on years pass, members not paid with base dues will be removed from the base and become Members At Large (MAL).
